A separate line of camps was constructed for Indians. The two routes became known as the White and Black routes,51 although in the governor’s official report on the crisis it is claimed that there was no resentment shown by refugees at the time. If the refugees were divided by race, they were certainly divided by wealth. Porters had been recruited from over the Indian border, as well as some Chin tribesmen. Early evacuees had the advantage of better weather and a less crowded route, but were ripped off by the porters who took advantage of them, inflating prices to six times the normal rate. Officials had to step in and set a fixed rate for the route through the hills from Tamu, but for the poor who had been on the road for several weeks or even months, this was still beyond their reach. If porters carried their food it helped refugees’ chances of survival.
